WHAT IS IT?
The Annual Town Budget Meeting (ATBM) is a public forum where eligible voters review, discuss, and vote on the proposed budgets for the town’s operations, education, and capital improvements. Held annually in the spring, the ATBM allows attendees to approve or reduce specific budget line items, except for the Board of Education budget, which is voted on as a single item. If a quorum of 130 qualified voters is not present at the meeting’s start, the ATBM is adjourned, and the budget proceeds directly to a machine ballot referendum. Each budget component requires majority approval; if any are rejected, they return to the Board of Finance for revision and subsequent voting.
